I like corporate bailout better. Government assistance could evoke SNAP benefits, or universal basic income, and it sounds like your game is not about that.

Unless the government assistance is a mechanic, I might rephrase this. Are the players investing their own money, or finding investors? Maybe "Deluded Dreamers who believe the hype walk away with nothing..."
