This is interesting but even at the state level, there's no way to assess risk. Too much variation between cities and smaller populations.

I remember students complaining that sources I was using were from the 1970's. I'd listen and ask "So, what has changed? Go find out, report back." If they did search, it became an oppty to discuss their findings, assess research, and the longevity of knowledge.
