Artemis was the goddess of maidens as well as the hunt. Practically the only god that's supposed to be a virgin. So sadly, it does make sense she isn't romancable.

This is honestly one of the big reasons I dropped the game. It feels like you get kind of punished if you don't end up having certain units that can just carry you through content. Also vestigial human ears.
