If Dems truly wanted to kill the CR, they would agree to the current motion for cloture, and then vote down the CR. They're not trying to kill the CR, but they also *can't* get the agreement on healthcare without the House passing a bill. Which is why Johnson won't call the House to session.

If the CR is rejected, that bill cannot be revisited in the Senate, and would require a new bill from the House. The same House that Johnson won't call back to session until the government is reopened.
