Majority of people below #MESL (72%) are also at-risk of poverty, a third (35%) experience deprivation, a quarter (23%) live in consistent poverty.

The paper also outlines a proposal for an 'Energy Guarantee' approach that is responsive to households’ minimum energy need by taking account of dwelling efficiency, energy costs & income.
