How can you replace repeatable fuzzing (with a seed) with a random unpredictable program?
IIRC, in the 80s I remember French news with a person transcribing what was said in "French ASL". It was in a smaller spot on the bottom right of the video.
It was replaced by subtitles in the 90s with the Teletext system, but it was not successful and you had to buy a modern TV for that.
