I’m a mid income public servant. Driving to work would be a huge hit to my take-home, there is no public transport that will get me to & from police headquarters in the required epoch.
Argue about how much tax relief should be available all you like, but that does not mean killing the scheme.

My cycle commute is a 36 mile round trip on country and coastal roads. My lights cost £600, a £1000 bike wouldn’t last a year.

TBF that’s my O/Hs bike and I suspect she knocked the light when locking the bike up at the gym!
For winter I have a dynamo light on the fork crown and a ‘pothole’ light like shown in the photo.

No light is unbearably bright if it is designed well (stVO) and/or positioned well.
My commute is 10% seaside town, 80% Somerset levels, 10% coastal road.

You have a choice. Son Edelux lights and dynamo, or reliable rechargeables.
Exposure Toro eg circa £300 that’s one front light. I still use one bought on the scheme in 2012

But no. My cycle commute is 36 miles per day. ‘Normal’ gears, brakes, etc will last 3 years tops.
A Rohloff hub and carbon belt will last longer but will be outside a scheme with a £1000 cap. A long way outside.
