Not always. I do this for a living. Not every agreement is filed with the court. Sometimes the parties don't even divorce, they only separate for years.

It could be an agreement between the exes. Not everyone goes all the way to court order, but if they are the type to gamble it away, like the ad is aimed at, then yeah, probably a court order that was hard fought.
