Works again now. When you start a chat, toggle to show all options (something like "visa alla kontaktor saker"), then select "övriga besvär", which just gives you a free text field

Sounds a bit like the system I've interacted with (capio). It wasn't obvious, but I found an 'other' option where I could just send a freeform message
