Bradley weaponized the orchestra. His score instigated the action.Those dogs got hit with a mallet and out foxed by a minor chord.
Another thing about Scott Bradley was that he would use score for comedic effect

A great example of this is this bit with the dogs from the 1949 Droopy cartoon "Out-Foxed"

In general, I think people raised on movies/shows of more recent years are more literal-minded and try to apply some sort of explainable logic when watching these old cartoons, when the goal was always absurdist nonsense for its own sake.

Swimming alone - An unfinished piece, there's a lot of these. Usually based on a fleeting emotion and then the emotion passes and the motivation fades.
