That is Bonvino!! Chief of the Border Control (CPB), who is so out of control, violent, that a judge ordered him to appear before her, wear a camera, and report every evening at 6 pm. That has been lifted. Bad, bad, Bonvino.

If they are willing to let children, disabled people, and our elders get sick and die prematurely from poor nutrition, they will not care one bit about blaming the same for not having enough to pay for their own healthcare. Shield wall!! Fight like our lives depend on it. They do.
