In Schmitt's theory, the rights of outgroups (Roma, Jews, disabled, gay, and trans people) were subject to debate. The liberal impulse to treat debate and legislation as tools of harmony rather than avenues of state violence would, definitionally, narrow the range citizenship to a core ingroup.
