what a time to threaten state funding when so much of the federal funding that funds the daily operations of numerous offices is also being threatened by the president

So many interesting dynamics at work: selective state enforcement of federal treaties, bill introduction by a democrat (but is a bipartisan opportunity to undermine tribal sovereignty), tribal sovereignty being used to maintain antiblack policies by not enrolling freedmen in the first place
