From a political branding perspective, saying "ABOLISH ICE!!!" sounds like you don't want any enforcement at all. That closes the conversation and doesn't accurately communicate the message.
Same as "DEFUND THE POLICE!!" when you just want the policing to improve.

The states rely on the federal government to be functional. As trump dismantles the federal government, the states are weakened. At the moment, for example, Minnesota is doing nothing at all to slow or stop the ridiculous ICE activity.
