I think prime video was trying that at one time but it was limited to the shows and movies they offered, tv broadcast level would be harder.

I think the last 3 presidential elections show quite clearly that people can be very happy with things that inherently are bad for them. People have voted against their own best interests by the millions 3 times in 9 years.
