Education is a *provincial* responsibility. The Feds can and should rethink the caps on int’l study permits and restrictions on programs eligible for post-grad work permits. However, years of domestic tuition freezes and underfunding (in Ontario, anyway) are why PSEs so heavily relied on int’l fees.
