They misled the review board about the safeguards

The NHS already knows that you are eligible for free treatment (you got an nhs number by being born, or the HO have confirmed you still have a valid visa, etc). The reason this continues to be a problem is the underlying nontechnical flaws an ID card won’t fix

Or victims of crime?

Or would the Home Office want to link phone numbers required for the ID to the IMEIs of protestor devices?
