The backstory has been there all along if people paid attention. The EU has been talking with Ukraine constantly. Washinton's support for Ukraine has been in doubt since Trump took office. There were likely contingencies set in place then that allowed EU and the Finnish leaders to change plans

Any resolution covering women's healthcare that contains the words, 'should also address the needs of men, families and communities' is declaring those needs take priority over the needs of the woman. And why on earth should *communities* have any say whatsoever in a woman's health needs?!
