In the appropriate climes drain covers are common on ground floor drains to prevent insects from being attracted to the moisture in the drain. Keeping a drain cover on while not in use is SOP. Have seen them in use in southern US and MX

Showering there wouldn’t be unsafe, just potentially alarming if there wasn’t a drain cover. As long as you have the cover on when you’re not using it, shouldn’t have to worry about a surprise coming out of it.

Drain covers in a shower aren’t that uncommon. Usually see them in warmer climates where creepy crawlies that may be attracted to the cool darkness of the drain are more prevalent. Cover helps prevent them getting into (or coming out of) the drain.

"there are particles in the rebar" Are they using the Space Modulator to atomize things? As an actual ironworker for decades I can tell you cutting rebar with a torch or grinder produces iron filings at best, not a cloud of dangerous cloud of molecules.

interesting tidbit, the EO only applies to the bit of the Gulf that are the US exclusive economic zone, not the entirety of the Gulf. Redhats claiming the Gulf has been renamed are doubly wrong as the EO explicitly states otherwise. The were lied to and fell for it. Again.
