Not sure I agree. MSFT have been saying for many months Win10 is going EOL in Oct25 and orgs will need to pay for updates after this time. Its Defra who have not pulled their fingers out and upgraded their systems. As for the NHS each trust had its own priorities and spends its money accordingly.
