Under 19.49(2)(b)13 & 14 it seems the DA from a randomly drawn neighboring county could prosecute if the Brown county DA won’t. If that DA then refuses to prosecute, the AG could commence prosecution. All steps (even possible Brown DA acts) are subject to Election Commission referral first
