This guy popped into my head recently and I had to dig through the Internet Archive to find him. This is "The Evil Blockman", an OC created by Mr. Γ in 2010 on the SSF2 Expansion Character Forums.
This forum was created for people to make "Expansion Characters" for the fangame Super Smash Flash 2.
