If the time limit imposed by Congress for the ratification of the amendment is itself unconstitutional, then the ratification by Virginia did in fact meet the bar for this amendment to become part of the Constitution. I think this should be litigated, or brought to the Supreme Court for a decision.

Ugh.

This is a corruption of the intent of the Constitution made by political elites to retain power.

And we got here, not through an act of Congress, but by the application of "policy" of the Justice Department and the political expedience of members of the Supreme Court. No one thinks the court is acting on principle.
