Okay, so now I am being told that 10% chance to rain doesn't mean it's a 10% percent chance to rain in my area, it means it's a 100% going to rain in 10% of my area. Can a meteorologist fact check this for me?

Today I learned that potential storms that are a month+ out on a weather app is speculation based off of historical data and weather patterns from the past.
I thought they used wizards to scry into the future a bit.
