This is not a one time thing. Both Moreno and Legislative Auditor Waguespack said today the city would be coming back again next year for another short term bond, and probably for years after that as the budget gets chewed up. Waguespack said the city needs to look at once-a-week furloughs.

The process for moving every S&WB employee to the state civil service is already underway, and a constitutional amendment in March might nuke every local civil service in the state. The current threat is part of a much bigger plan.

What is most interesting is that the S&WB FEMA reimbursement data indicates the dropoff began well before the government shutdown began Oct. 1. Reimbursements leveled off a month before that. (7/x)

BUT the S&WB Chief Financial Officer Gray Lewis pointed out the dropoff in FEMA reimbursements at this month's finance meeting, connecting it to the federal government shutdown: "This is an area we are monitoring with our partners at the state because of the government situation." (6/x)

Now there are a lot of caveats to this. Like I said, S&WB is presenting two parallel sets of data each month to the Board, and they have mismatched dates, amounts of funds obligated, and other bits. Also, S&WB appears to have quite a bit of cash on hand (5/x)

Looking a little closer, there has been a steep dropoff very recently. FEMA reimbursements the last two months combined were about $330,000. The reimbursement the month before that was nearly $4 million. (4/x)

I picked one set of data and graphed out the S&WB FEMA reimbursements since January, 2022. As expected, as projects (Katrina public assistance, HMGP, JIRR) are winding down, the line is leveling out (3/x)

The FEMA data from S&WB is, of course, garbled. Each month there are two sets of data presented to the Board of Directors, and they substantially do not match each other. This mismatch has been occurring for years, but no boardmembers have noticed (2/x)

Additionally, 1000 cubic foot per second (cfs) pump E at drainage pumping station 4, the only station draining Gentilly, is back. It went out of service 6/14/25. It represents over a quarter of the station capacity. (4/6)

The 30 day reliability test of static frequency converter (SFC) 1 has been explained by S&WB as a full-bore run of the unit, with Entergy New Orleans transmission power being supplied through it to any 25 Hz equipment. This probably means water pumps are being powered by it now. (3/6)

There are still major weaknesses in S&WB supply of 25 cycle power. Turbine 5 (16 MW) remains down due to a control system failure. Turbine 4 (18.5 MW) cannot be brought online without an hours-long startup, meaning it is not available for normal pop-up storms. (2/6)
