I don't understand their logic though. The light waits for a gap that never comes on a busy road, so it defaults to the timer. The disruption to the flow of traffic will happen regardless whether it waits 3 seconds or 30.

2) The congestion charge is doing the persuading here. Nobody is forced to use the hangars.
Interesting problem. IMO there are already too many exemptions.

That said, I don't see central government going for Greater Oxford + rural Oxfordshire over a whole Oxfordshire. Do you think it's likely?
