Seems so. Plus the nobel prize winner from Venezuela called Trump after winning and, reportedly, told him that he's the one who really should have gotten the prize. He got an ego boost. That's literally all that's required to fluff Trump. And Hegseth just does whatever

Trump might not be able to pardon a conviction via court martial or international court conviction, tho. A conviction in a federal court for murder is useless right now until some next administration finds a way to curb a president's pardon power.
