Some of the solutions needed to facilitate more housing include:

✅Faster, fairer permitting processes

✅Removal of local barriers to middle housing

✅Updates to outdated subdivision laws

Importantly, this change does not eliminate parking—it simply removes outdated mandates that may not reflect market needs. Developers will still build parking where it is demanded, but with added discretion to match the site, location, and residents' needs.

Eliminating parking minimums will: (1) Provide greater design flexibility for new housing; (2) Lower overall development costs by avoiding the construction of unnecessary parking; and (3) Support more efficient, environmentally responsible land use.

Also worth noting this idea was introduced this year through SB 5633 and HB 1818, both of which received committee hearings.

Lot splitting is an efficient tool to divide one existing parcel into two. WA’s subdivision statutes apply to larger divisions of land. They have not had a major update in over 5 decades. Among other benefits, modernizing these statutes would facilitate infill development, including middle housing.

Continued work on streamlining the land division process. The current process takes too long, creating another barrier to more abundant housing.
