Mon is left in brown over white, representing that she's now openly siding with the rebellion/the people and with the goal of instating authority and order to a system she finds bankrupt of both.

... Cassian gives his brown coat to Mon (who had shed the blue coat, as she shed her position of wealth in the senate) and walks in his black leaner outfit as he's ready to commit violence to achieve his ends.

This whole colour theory thing is immediately evident when Cassian is taking Mon Mothma out of the senate building. He's in his browns/earth tones and Mon is in white. He's representing a working everyman, a journalist...

... Underneath Mon Mothma's coat is almost always a white robe of some sort because she's working to maintain order and fight back from within the system. Syril's always got a white undershirt, his deepest desire is an orderly, lawful Empire that doesn't bend or buckle for personal desires.

Caught a mistake, Dedra does dress in black ONCE. When she's confronting Syril's mother, Eedy. It's not about violence, its about conflict.

White on the other hand represents a desire for order and authority. Dedra is always in white, at no point does she ever become violent and her motivation is to uphold order in the empire. She's a vile creature, and commands the room wherever she goes. Usually through fear/intimidation.

Very obviously most used with Imperial outfits, their need for violence to enforce their rule and authority is key to their entire identity. However we get this a lot in rebels as they need to perform acts of violence. In some cases it is just a smattering in the outfit. In others the whole outfit.

Greens, mostly showing up briefly in Ghorman with the bellhop that helps Cassian, being halfway between earth tones and blues but in a way that melds much more with the earth tones rather than having them contrast with the outfit like the orange on blue does with the Pre-Mor security guards.

Sidenote, gold is also used to represent wealth. BUT it's usually wealth being used for the rebellion, or the people that are the responsibility of the person in gold. Mon Mothma is in gold a lot throughout the show and its the way to show wealthy characters who support the rebellion.

... they've got highlights of orange because they're still average people that happen to work for the system. Luthen is in blue any time he's playing the part of antique collector, and Mon Mothma plays with this depending on the scene and what group she needs to ingratiate herself with.

We see the blues of the Pre-Mor security guards pretty early. But this isn't just meant to be people that work for the system, as it's seen on some daily workers. It's meant for people that come from wealth or that protect wealth. In the case of the Pre-Mor security guards...

The first and most obvious is the earth tones in the outfits of the "working man". The average person who cares more for each other than the system, the ones that would stand up to the Empire if it threatened their family. We see this immediately with the workers on Ferrix to the people on Kenari.
