We're the only country that will refer to the Gulf of Mexico as the Gulf of America, so if we drill out into the portions that are not part of our domestic territory, we'll run into all kinds of problems with the other countries with whom we have treaties over that body of water.

Most legal documents like such an executive order will contain language that defines the area using latitude and longitude. So far, it doesn't look like the Trump order has that language, so I'm not sure how they'll intersect.
