Would this not be considered a transfer of funds, rather than a reprogramming? It’s moving the money from one account to another (that doesn’t even exist - FY26 MILPERS). IIRC, there is essentially zero room for transfers w/o Congress, whereas funds can be reprogrammed in certain cases

Not sure that would have worked. The repubs would have to fully eat the consequences and I don’t think they’d have the votes. They’ve really backed themselves into a corner (surprise), but the Dems did well by not folding.

These podcast episodes are a good intro to Fisher. Been a while since I’ve read his books…they made me sad the first time and I’d imagine it’d be worse a 2nd time around.
