When a lot of games make more money from in game transactions the amount of money you leave on the table by reducing your customer Base goes up too.

Also, as a game dev, the amount of money you are leaving on the table by limiting yourself to one console has grown as the industry has expanded. Unless Sony can justify that the incentive of more ps5 sales can justify missing out on, say, 50 million dollars in sales, it just ain't worth it.
