Irrelevant. The purpose of LVT is to fund government in the most practical way, not to establish Economic Justice.

No incentive to raise rent with a tax on land. Tax does not effect market value of rental. Whatever people paid before they should still be willing to pay. Plus you could exempt lesser-value land, like for homeowners.

No. Prop tax also applies to "improvements," meaning buildings and such, as well as to site value. Tax on site value alone has no impact on improvements. The beauty of a true land tax is the absence of disincentive effects, as well as a progressive distributional impact.
