In the 1960s–70s, mass sterilizations in India—often under pressure and backed by Western NGOs—sparked criticism. Human rights framed both justification and opposition. Over time, feminist voices and human rights advocates shifted the focus from coercive population control to reproductive rights.

Population trends were a factor in discussing inter-state relations, as well as the geopolitical situation and the framework of the UN. UN documents show, that a statistical approach gave way to a more normative approach.
