Good to know. I went and tried to report the account and found some...interestingly sparse submission form. It looks like you report a profile/comment/video based on violating the Community Guidelines and not the ToS. The Guidelines have a ton of stuff listed in there, but here's the available form

To me, it seems like it's clearly misleading and impersonation which are both prohibited uses of Instagram per their ToS (4.2) help.instagram.com/581066165581...

How do we define or codify what "overuse" is? Maybe this is a question for psychologists. I see some benefit for giving people access to a sounding board or pseudo therapist that they might not otherwise have access to (cost, scheduling, unwillingness to be vulnerable in front of a human, etc).
