I think what "Vox Populi" is actually showing us is not Lucifer being scary... but Lucifer *being scared.* He's making a BIG bluff here - even before Vox blows the whistle on his limitations, Lucifer is risking *a lot* by doing this big showy display of power.
So what does he do? He acts like Adam

Like!!! When Lucifer is TRYING to be big and scary and intimidating, he ends up emulating *Adam.* And that cannot be a coincidence! Especially after we see Lucifer *actually* being scary in the s1 finale - it's so much different tonally from "Vox Populi" (both in the musical and the narrative sense)
