A tuner isn’t even necessary.
They could pick any random pitch and rely on relative hearing. As long as the intervals are consistent, it doesn’t matter if the piece is tuned to 440Hz or not.
Anyone who reads music can mentally count half tones in their heads otherwise the whole system falls apart.
