The format has changed. No longer can you rack up 5-6 easy wins in a weak group draw. The new format means Madrid has to constantly compete. The quality of matches we see in the first phase were traditionally left to the knockout phase.

Airstrikes against terrorist orgs have gone around Congress (Obama drones, Trump missiles against Syria).
The Trump Admin setting up the terrorism/trafficking claim for Venezuela may be a precursor to similar airstrikes leading to the argument that no authorization is needed.
