I do not understand these people. It is a sickness (or many different kinds of sickness). There does not seem to be a line they won’t move to justify cruelty.

Except federal policy defines what is indirect, so outside of some exceptions that are clearly justified and accepted by the grant officer, that cannot happen. Uniform Guidance defines direct and indirect.

Well, I think that argument can be made about any large HEI & I have complicated feelings about it. I will say that the higher up you are more likely you’ve given up the majority of your life to that HEI. Excluding the top still exceeds 15% by a long shot for any large HEI & likely for small, too.

This means exactly the opposite of what the notification is stating. It will make it more difficult to do research. Research does not happen in a bubble. You need buildings, accountants, lights and other utilities, research administrators, etc. All of these things are considered indirect costs.

Uniform Guidance outlines what is direct and what is indirect costs. 15% indirect cost will not cover all of the items needed to support research. I hope that this information was helpful.
