This article investigates the resurgence of anti-colonial rhetoric in Russia since the full-scale invasion of Ukraine, as well as the promotion of this strategic narrative in "Global South" countries, particularly in sub-Saharan Africa. 2/4

The court ruled that the nine passages in my book—devoted to the Russian network RT, based on my PhD research, published in 2021 and reissued in 2024—were not defamatory in any way, dismissing RT France’s complaint entirely. 2/9

I’m incredibly relieved to share that the Judicial Court of Créteil acquitted me yesterday in the libel suit filed by RT France against both my publisher, INA, and me! 1/9

Quelle ironie navrante...

A key focus is on sub-Saharan Africa, where Russia seeks to legitimize its foreign policy interventionism. One example is the ad campaign RT conducted this summer in several English-speaking African capitals, "Your Values. Shared.” 9/14

My article also investigates how this strategic narrative is promoted internationally through Russia's ecosystem of information influence, including transnational state media, Prigozhin’s Lakhta project, and the organization African Initiative. 8/14

These experts lend depth to the Kremlin's ambition of "de-Westernizing" the international order, exemplified by Sergey Karaganov's concept of "world majority" (mirovoe bol’shinstvo), which draws on this anti-colonial narrative. 7/14

I show that while Vladimir Putin plays a key role in promoting this new anti-colonial narrative, it is also reshaped by expert circles and “political technologists” close to the Kremlin. 6/14

To identify these "narrators," I analyze speeches by President Putin and his inner circle, parliamentary debates, diplomatic communication, and foreign policy doctrines. 5/14

The investigation traces this anti-(neo)colonial strategic narrative back to its creators, disseminators, and foreign policy objectives. 4/14

Finally, we examine a growing trend of information outsourcing, focusing on Operation RRN/Doppelgänger—a project commissioned by the Presidential Administration to SDA and Struktura, two PR companies run by ‘political technologist’ Ilya Gambashidze. 6/9

Our research sheds light on shifts within Russia's information influence ecosystem and how both state and non-state actors are adapting to the highly conflictual information environment that has emerged since 2022. 2/9
