The core ramification is a culture shift at the heart of the British Establishment:

If the Prime Minister has stood up at Labour Conference and twice pledged something he hasn't understood the ramifications of then that is down to him. No one made him do that. He chose to do that and any failure to follow through meaningfully will be solely his failure.
