“The New Jim Crow: Mass Incarceration in the Age of Colorblindness” by Michelle Alexander was a revelatory read for me.

None of this is about efficiency. The goal is to strip the government of capacity to check oligarch abuses. There's a ratchet effect too. Once govt is stripped down and can't deliver, it feeds more cynicism of govt, which justifies more cuts to government.
