Targeting civilians of course. The other military objective of Israel that gets much less attention is reducing Iran's ballistic missile capacity, which is currently producing a few hundred a year and is planned to scale up to thousands, enough to overwhelm Isreal's air defense capabilities.

Fun fact, according to the Wiki, the origin of the salute was the painting The Oath of Horatti by Jaques-Louis David 1784. It did seep its way into Western culture from there and was eventually used by the Italian fascists. And as you said, there is no Roman record of its use.

The symbol 卍 or manji is still used in modern Japan to mark the location of shrines and temples on maps and has a positive association for Japanese people. It can also still be found in shrines and temples. But none of this justifies the Elmo salute or use of the twisted symbol stolen by the Nazis.

The Nazis did adapt it and change the orientation but it is still used throughout Asia as it historically has been. For example, on maps in Japan it (manji, 卍) marks the location of shrines and temples and has a positive association for Japanese people.
