A few decades ago I worked for an Israeli company that had quite a few Russians creating software. They would tell me the crappy hardware in the Soviet Union forced them to learn how to write efficient code.

During his hearing, Scott Bessent referred to the big oil production numbers as a "canard". Any idea what the basis for his contention might be?
