I doubt that. A federal pardon doesn’t erase the facts or the record that got them disbarred. It just erases the (federal) consequences of any criminal conviction.

Perhaps I missed something, but I'm unaware of any federal indictment against Giuliani.

Since I wrote this paper (in 2019), the basic technical landscape has stayed mostly the same, but the safeguards have significantly improved. DREs are rapidly disappearing, and RLAs are starting to be conducted routinely. I'm generally optimistic about (technical aspects of) election security.

Again, while I am aware of absolutely no credible evidence that any US election outcome has been hacked, there are some real, serious vulnerabilities. But there are things we can do (and have done) to improve the situation significantly. See this paper.
