Definitely dependent on the problem being solved, but I think for slowly changing data this can be accomplished today (e.g. logical replication + pg_ivm). It's definitely more challenging for rapidly changing data due to query cost, as you mentioned.

I like the "local slice" approach, personally.

It is definitely better. However, given sleep is pretty much "just" a thin wrapper around nanosleep, I wanted to go with a different option.

Probably implementing an absolute time with clock_nanosleep and CLOCK_MONOTONIC would be a good extension.
