The market has always reminded me of a field of skittish cows when you try to walk across with a dog on a lead. At a point in proceedings none of the charging cows are quite clear why they are running. Curiousity? Fear? Reward? Punishment?

No but I bet already the lost productivity in preparing ground for yet another change probably amounts to the same as the change hopes to save in the first couple of years. The policy isn't the wrong one but the execution risks making this a classic case of marginal cost outweighing marginal benefit
