HOPE VI also introduced mixed financing to public housing, which complicated its funding and ownership model and introduced private and nonprofit partners and more risk, while lessening the amount the federal government had to allocate upfront for the properties. Of course, in the long term, these debt financing models are more costly because of interest accrued, and risky because of the actors and interests involved. Regardless, HOPE VI and the introduction of mixed finance supplied a proof of concept that set the stage for the Rental Assistance Demonstration (RAD) program, which has been widely adopted by PHAs across the country, and amplified the political abandonment of the public housing program
