Dawanna Witt is an elected official and can endorse whom she likes (as did Keith Ellison). The police chief is prohibited from issuing an endorsement (and, of course, he did no such thing). What’s at issue is whether Cashman’s mailing implies such support.

Isn’t the number of delegates available to a given precinct fixed before the caucus? Unless the DFL expected delegate slots to go unfilled, caucus turnout shouldn’t change convention size.
