If they don't fight, Sultan should probably just destroy BK into oblivion and not care for VE.
Ideally, BK should help DS to contain VE around mid game. VE is really favored in a 2v1 scenario due to their starting location and exponential/quick rallying.

Focus on what they like; theme, interests. And go from there. They will be totally willing to put the "effort" if it is about a subject they like.
